The apostle Paul writes with authority, like a director.

He excommunicated from the Church the heretics who blasphemed God, and further commanded about women that they should not preach during the service. He also wrote about it in another Epistle. I wrote an explanation (as can be understood from his words and the faith of the Church) at the link:

The need for prayer not to be in anger, to forgive, is found in the Sermon on the Mount (Matthew V-VI), as well as in other places of the Gospel.
